Government Portals Activation Map
An operating entity in the Kingdom runs on a set of government portals, each governing a distinct part of the business. This map lays out what each portal is for, what activating it enables, and what can break downstream if it lapses or goes unmonitored.
For companies establishing or already operating in Saudi Arabia who need a clear picture of the portals their entity depends on.
- Ministry of Investment (MISA) portal: Holds your foreign-investment license — the legal basis for a non-Saudi entity to operate in the Kingdom.
- Ministry of Commerce (MoC) — Commercial Registration: Maintains your Commercial Registration (CR) — the record that your company legally exists and is authorised to trade in its declared activities.
- Chamber of Commerce: Registers your membership and authenticates commercial documents, signatures, and letters used in official and cross-border dealings.
- National Address (Saudi Post | SPL): Registers the entity's official registered address — the recognized correspondence and location record for the company.
- Zakat, Tax and Customs Authority (ZATCA) — incl. Fatoora: Administers your VAT, Zakat, and tax registration and filings, and hosts Fatoora e-invoicing compliance.
- Qiwa (MHRSD labor platform): Runs your labor file — employment contracts, work permits, visa quotas, and Saudization (Nitaqat) status.
- General Organization for Social Insurance (GOSI): Registers the establishment and employees for social insurance and holds your monthly contribution records.
- Mudad — Wage Protection System (WPS): Processes payroll under the Wage Protection System and submits wage records that MHRSD monitors against declared wages.
- Muqeem — residency (Iqama) platform: Manages residency permits (Iqama) for expatriate staff — issuance, renewal, transfers, and exit/re-entry.
- Absher (MoI e-services): The Ministry of Interior e-services gateway underpinning identity, residency, and many authenticated government transactions.
- Etimad (government procurement platform): The government procurement and financial-transactions platform for registering to bid on and contract public-sector tenders.
