Post-Incorporation Activation Checklist

Your Commercial Registration confirms the entity legally exists — but it does not make it operational. This checklist covers the activation steps that turn a registered company into one able to hire, bank, invoice, and run day to day in the Kingdom. It is a practical readiness guide, not a legal or compliance audit.

Founders, general managers, and finance or operations leads of a newly CR-issued Saudi entity.

Identity & Registered Presence

  • National Address registered and linked to the entity
  • Chamber of Commerce membership issued and active
  • Commercial Registration details verified as accurate
  • Articles of Association held and consistent with the CR
  • Authorized signatory and manager powers documented

Government Platform Registration

  • Qiwa establishment account created and activated
  • MHRSD labor file established
  • Muqeem access set up for residency management
  • Absher Business linked for authenticated transactions
  • Nitaqat / Saudization band reviewed and understood
  • Portal credentials centralized with clear ownership

Leadership Residency (GM Visa & Iqama)

  • General Manager visa issued and attested
  • GM travel to the Kingdom completed
  • Iqama (residency permit) issued via Muqeem
  • CR updated to reflect the resident manager
  • Dependent visas and medical steps planned if applicable

Corporate Bank Account & KYC

  • Bank selected and account opening initiated
  • KYC documentation pack assembled and current
  • Resident, Iqama-holding authorized signatory confirmed
  • In-person requirements and appointments scheduled
  • Online banking, cards, and mandates activated once open

Payroll, Labor & Social Insurance

  • GOSI registration completed for the establishment
  • Employees registered on GOSI and Qiwa as hired
  • WPS payroll set up via Mudad or Qiwa
  • First payroll cycle reconciled against declared wages
  • End-of-service and leave accrual approach defined

Tax, VAT & E-Invoicing

  • ZATCA registration completed for the entity
  • VAT registration status confirmed against thresholds
  • Fatoora e-invoicing configured and integrated
  • Zakat / tax filing calendar and responsibilities set
  • Bookkeeping aligned to SOCPA-adopted IFRS from the outset
