Saudi Business Services Readiness Checklist
A pre-engagement self-check across the functions that keep a Saudi entity running — legal standing, government portals, finance, HR, compliance renewals and reporting. It shows where your operation is solid and where gaps could quietly turn into penalties or blocked services.
Founders, GMs, or operations leads at a company operating in or entering Saudi Arabia.
Legal & Entity Standing
- Commercial Registration (CR) is issued and currently valid
- MISA investment license is active and its expiry is tracked
- Articles of Association (AoA) reflect current shareholders and activity
- National Address is registered and matches your operating premises
- Chamber of Commerce membership is active
- Licensed business activities match what you actually do
Government Portals
- Qiwa account is active with a named administrator
- GOSI establishment is registered and employees are enrolled
- ZATCA portal access is set up and monitored
- Muqeem access is in place for residency and Iqama actions
- Absher / Absher Business is linked to the authorized signatory
- Portal credentials are documented and access is not tied to one departed person
Finance Operations
- Corporate bank account is open and operational
- Bookkeeping follows IFRS as endorsed by SOCPA
- Invoicing runs through a compliant Fatoora e-invoicing setup
- VAT returns are prepared and filed on the ZATCA cycle
- Accounts payable and receivable are tracked on a cadence
- Books are kept audit-ready year-round, not just at year-end
HR & Payroll
- Employment contracts are issued and registered through Qiwa
- Payroll is paid through the Wage Protection System (WPS)
- GOSI contributions are calculated and remitted each cycle
- End-of-service benefit (EOSB) is accrued and provisioned
- Your Nitaqat (Saudization) band is known and monitored
- Iqamas and work permits are tracked ahead of expiry
Compliance & Renewals
- A single renewals calendar covers CR, licenses, Iqamas, and memberships
- A valid Zakat certificate is maintained
- WPS records reconcile with declared wages
- PDPL / data-protection obligations have been reviewed
- Each renewal has a named owner responsible before deadline
- Government correspondence is checked on a regular schedule
Reporting & Ownership
- There is a clear local owner for operational follow-up
- Leadership receives regular management reporting
- Compliance and renewal status is visible without chasing
- Post-setup responsibilities are documented and assigned
- An escalation path exists for portal or filing issues
